Looks like it is ready to be painted (looks primed). There is an attachment bar and the rivets or mounting hardware. Not sure if this is for rear or front wheel. May be interchangeable. But this is for Left Side. **I am selling two kits, you are buying one. I have one kit with instructions for mounting and the other w/o.
