I believe this item to be a CARSON Freeport ... Pewter Alloy ... Armetale ... Heart Shaped Teddy Bear with a Wire Wal Hanger Spring Bracket.  The Teddy Bear is at the top of the plate and is a BABY Bear who is sucking its thumb and holding onto its baby blanket.  So Sweet.  There are no gouges in the pewter and is a nice design for any Teddy Bear Collector or just a fun piece to put candy in to set on a side table.  The spring hanger can be removed if you dont want to use it as a wall hanger.  

Measures 7 3/4 inches tall x 9 inchs in diameter at the top part of the heart x 1 inch tall.  This plate or bowl ... dish is not marked and you just dont see these anymore.
