A naked, bound, mutilated corpse found floating in a Boston river is identified as the brother of alcoholic ex-cop Matt Sorenson (Dolph Lundgren) in circa 1977. The murder looks to have been arranged by a big-time contractor out to erase a vocal critic of his subway development plans, so Sorenson starts haunting the local dives and stirring up the dregs in order to find irrefutable proof of this.
After viewing some secretly shot film, however, the former lawman (who once made a group of prostitutes march through the streets singing hymns) gradually comes to the disturbing realization that his brother was just a random victim of his own sado-masochist appetites, butchered by the daughter of a dominatrix who was herself slain 20 years earlier.
However, some pieces of the puzzle remain missing and his sister-in-law (Danielle Brett) may be implicated. He discovers an underground world of political intrigue and illicit affairs in the realm of sexual bondage. As more men turn up bound and murdered, his obsession mounts with finding the killer.
