Is used and dirty.  The axel has corrosion and affects the how the wheels turn.  Missing the spreader in the back.  Not sure of exact scale but is not smallest or medium but not 1/8 either.  Probably 1/32  Look at the pictures as a reference as they are part of the description and ask any questions.
