This is a Motorola carkit power harness - part number SKN6249A - for a Motorola T605, T603, or HF850 carkit.  This cable features the 8pin interface connector to connect to handsfree integration harnesses from Peripheral (PAC audio), Nicestuff, Kram and more.  The other end of the harness connects into the carkit electronic control unit (ECU) at the 6pin power connector and the 2pin speaker connector.
