This is collector plate Country Cuttings - the first issue in the Flowers from Grandma's Garden series by Glenna Kurz exclusively for W. S. George.  

It is Plate No. 8049E that was produced in 1990 and is also stamped with Bradex No. 84-G20-38.1.

This plate measures 8-1/2 inches in diameter and is trimmed in gold.  It is in excellent condition with no chips or cracks.
