Measurements taken flat: It is 21.5" across from underarm to underarm with the coat buttoned closed. It is 22" long from the underarm to the bottom. The sleeves are 16.5" from the underarm to the bottom cuff. There is no tag to say what the fabric is but it feels like wool or a wool blend.  It is being sold as is no matter what it is made of. It buttons with 2 buttons in the front, one of them is inside the jacket & the other shows on the outside. The two large lapels were meant to show & not be buttoned up. It is in excellent condition & looks brand new.
