It is about 22" square, pretty nice condition with maybe a touch of light wear but doesn't look much used and no pin holes or tape residue or anything like if it had been hung up somewhere. The true colors lie somewhere in between a hot scanner and a cold webcam; the main portion is a medium wine red and the headgear is Army green. BNCOC is the Basic Non-Commissioned Officer Course and became around this time whenever that was, a requirement for advancement to Sergeant.

Shorty or "short-timer" would be someone not planning on making a career out of it that was being encouraged to reconsider and re-enlist or bounce including advancement.
