this is Newsweek Magazine from August 14, 1967 whose cover story is about the potential for  a tax hike by President Johnson to pay for all that he's carrying on his back.

this front cover is significant because it was drawn by Bill Mauldin, a prominent WWII  and political cartoonist.    The cover illustration features LBJ Carrying a Tank, with everything else piled on: the War, Space, Poverty, Education, Medicare, Highways.
