Happy Hooligan Ceramic Bisque Frederick Opper Comic Figurine

Measurements are 8 1/2 inches tall and 3 inches wide.  There is color loss, and a very small chip on back of head. 

Ceramic bisque finish has some rough spots by maker.  Possibly marked near the bottom as seen in photos.
