These are considered NOS. New Oldstock. They are still sealed in the plastic wrap but there are imperfections to the surface of the wax melts as it appears they have been shuffled around a lot. 

There are scored into 4 quadrants..so they appear to be break away tarts where you would get 4 uses out of each sealed wax melt. See photos for assessment.
