In half of the painting we can see the world globe is holding in hands and they are handling it properly. And in other half of the painting we can see that world globe is in hand and foot are pressing the globe.
So the hands indication is we that we are developing our world whereas foot show the people who are pressing the world because of there negative desire. 
So make the world a place where we can develop and grow our world a better place to live.
