This bank, I believe, is a Lefton China Company piggy bank.  The George Zoltan Lefton Company began in 1940 as a Chicago-based importer/distributor. Most Lefton pieces have a paper sticker and are marked "Made in Japan" and stamped with a number.  This bank has both (number 356) but due to age and use, the sticker is hard to read.  Also, because of age, there is crazing and a hairline crack over the eyes and on one side.  But, all in all, the features and colors are great and the sculpted flowers are intact.  This was one of the first piggy banks I collected many years ago and is one of my favorites.

The measurements are:  8 1/2 inches long from snout to tail,  5 3/4 inches wide, and 7 inches tall from base to top of main flower.  Too delicate for use this is one for the collector!
